Breaking: California Couple Arrested For Having 13 Children In Chains [Video]

A Horrific tale of abuse and neglect coming from California this evening is just chilling.

Two parents have been arrested after authorities found 13 children in filth and deplorable conditions. Many of the children were reportedly shackled to their beds. The children were so malnourished authorities only later learned that several of them were over 18 years of age. This story is developing but this is what we have discovered so far.

Reported first on LA Time by Joel Rubin and Paloma Esquivel:

Kimberly Milligan, 50, who lives across the street, said that when she first moved in she was told by a person doing construction work on her home that the family had 12 children.

At first, she said, she would see a woman with an infant, but she eventually stopped seeing the child.

Over the years, she also occasionally saw three children who looked like pre-teens coming out of the house to get into a car with their parents.

A lot about the family struck her as strange, she said. The children she saw were very pale. And she often wondered why, if there were so many children in the house, they never came out to play.

“I thought the kids were home-schooled,” she said. “You know something is off, but you don’t want to think bad of people.”

Once about two years ago, she said, she came across the pre-teens putting up Christmas lights at the home and said hello.

As reported by Samuel Chamberlain with Fox News:

A Southern California couple is in custody on suspicion of torture and child endangerment after 12 of their children allegedly were found captive in the couple’s home, with some of them shackled to beds.

David Turpin, 57, and Louise Turpin, 49, were each being held on $9 million bail, the Riverside County Sheriff’s Office said in a statement Monday afternoon.

Authorities said the investigation began after a 17-year-old girl “escaped” from the home in Perris and called 911 early Sunday to report that her 12 brothers and sisters were being held by their parents.

When officers and deputies went to the Turpins’ home, they found “several children shackled to their beds with chains and padlocks in dark and foul-smelling surroundings,” according to the sheriff’s office.
